Chief Operations Officer
Lisa Simeon is Abt Global’s Chief Operations Officer. In this role, Simeon is establishing a global operations function to cover all aspects of project management. It will include continuous improvement and scalability of Abt’s standards, processes, and digital platforms for project start-up and closeout, workforce planning, risk management, and quality review to achieve strong financial performance and ensure client satisfaction across the company. She will continue to oversee Human Resources and will add responsibility for global security operations and emergency response to her portfolio.

Lauren Pittenger comes to Abt with more than 20 years of experience working in or as a consultant to federal government agencies. She has strong grounding in research and research-based consulting to government clients. She also has extensive experience leading and growing business, managing technical and scientific projects, and coaching and supporting account teams. She has served as a director at Guidehouse, scientific program manager at Booz Allen Hamilton, and lab manager at the U.S. Department of Agriculture. She has worked with the Centers for Disease Control and Prevention (CDC), Food and Drug Administration (FDA), the Canadian Public Health Laboratory Network, the Gates Foundation and the Association of Public Health Laboratories.

He is a leading expert in the design, execution and analysis of randomized controlled trials, quasi-experimental studies and national cross-site evaluations of education, health and other social interventions.

During his consulting career he has primarily focused on assisting clients with growth strategies, new business development, innovation strategy and business redefinition. He often works with companies/entities undergoing very significant industry disruption.

Eduardo Castellon has two decades of experience helping public sector clients—from the U.S. Agency for International Development (USAID) and the U.S. Postal Service (USPS) to the Department of Housing and Urban Development—grow and refine their operations and impact. He has extensive experience delivering consulting expertise focused on artificial intelligence (AI), supply chain, procurement, financial management, and advanced analytics. His technological, consultative, and entrepreneurial skills help clients find new ways to address challenges ranging from affordable housing to homelessness to guaranteed income. He also has extensive expertise in technical assistance and implementation (TA&I) approaches. And his management experience includes developing high-performing teams through skills and career development and succession planning.

Sarah Gibson is a project-management specialist with 23 years of experience in public policy research. She has more than 20 years of experience managing complex projects, implementing random assignment studies and researching and analyzing policy for clients such as the Social Security Administration and the Department of Housing and Urban Development. She is proficient in project management, including resource management, budgeting and quality control.

Manoj P. Singh is the former chief operating officer and global managing director at Deloitte Touche Tohmatsu, Ltd. Prior to his mandatory retirement in June 2015, Singh’s responsibilities included leading various Deloitte initiatives, including setting global strategy, directing investments globally, leading areas such as finance, global technology, knowledge management, branding, and guiding country leadership in high-growth markets such as China, India, Africa, Southeast Asia, Mexico and Germany.

Dr. Caroline Logan is a senior associate and health services researcher with over 15 years of experience in policy-focused mixed methods evaluation design, rigorous data collection and analysis, and development of integrated mixed methods reports and deliverables. Her expertise in federal and state health policy includes Medicare and Medicaid financing and delivery systems, care transformation and system integration, maternal health, the health and well-being of children, and the intersection of health and housing.
Fiona Mactaggart, Ph.D.
Senior Adviser – Monitoring, Evaluation, Research and Learning
Dr. Fiona Mactaggart is a multi-disciplinary technical advisor with more than 10 years of experience in monitoring, evaluation, research, and learning (MERL); infectious disease control; and public health. As a co-lead of Abt's MERL portfolio, she draws on complexity theory and scientific methods to help clients test what works, discover why it works, and provide timely evidence-based recommendations to inform important decisions about policy and practice. Mactaggart contributes to business development, programme delivery, and thought leadership. She works in five key areas: monitoring (e.g., design of digital tools and visualisation platforms) research (e.g., cross-sectional survey design), evaluation methodologies (e.g., contribution analysis), learning (e.g., portfolio level evidence-informed strategic decision making), and cross-cutting MERL capabilities (e.g., adaptive management and GEDSI). Mactaggart has worked extensively in the Pacific and Southeast Asia.
