Her focus is providing technical assistance to healthcare systems and clinicians to drive quality improvement through learning and implementing the skills of measure development, implementation, benchmarking, analysis, and report writing.

Graham Teskey leads Abt Global’s Global Governance practice out of Canberra, Australia. He has 40 years of experience in governance and international development. He has worked with (and for) for the U.K.’s Department for International Development, (the forerunner to the Foreign, Commonwealth and Development Office), the World Bank, and Australia’s Department of Foreign Affairs and Trade. Graham has lived and worked in multiple countries, including Kenya, Tanzania, Uganda, Rwanda, Zambia, Zimbabwe, Malawi, Fiji, Vanuatu, Indonesia, Papua New Guinea, Solomon Islands, Philippines, and Timor-Leste.

Anika Vartan has more than 20 years of experience designing, implementing, and evaluating public health and international development programs to improve access to—and quality of—health care, and increase community participation in social, economic, and political life. Vartan’s expertise is in mixed-methods and qualitative research, project management, health policy analysis, capacity building, adult education and technical assistance, organizational assessment and development, and community-driven development. She has supported the Administration for Community Living (ACL), Agency for Healthcare Research and Quality (AHRQ), Centers for Disease Control and Prevention (CDC), Centers for Medicare and Medicaid Services (CMS), Federal Drug Administration (FDA), Health Resources and Services Administration (HRSA), United States Agency for International Development (USAID), and Department of State (DOS) clients.

With over 11 years of experience, she specializes in applied housing and health, bringing expertise in managing and contributing to place-based, mixed-method, and community-centered solutions. Her work spans research, evaluation, and technical assistance (TA) projects across diverse policy domains, delivering innovative and tailored strategies to drive impactful change.As a Client Solutions Architect at Abt, Abrams plays a pivotal role in designing client-focused frameworks and solutions that emphasize rigorous, data-informed, multi-disciplinary, and population-tailored design. She specializes in community-specific, monitoring, evaluation, and technical assistance approaches to engage and work alongside persons with lived expertise.

Julio Pacca is a psychologist and innovative leader with more than 20 years of experience in health care. He focuses on HIV and AIDS; maternal health; adolescent health; and health systems strengthening. Pacca has worked with donors such as the US Agency for International Development (USAID), the Centers for Disease Control and Prevention, the United Nations, the World Bank, bi-lateral Scandinavian donors, and the William and Flora Hewlett, Goldman, and Bill and Melinda Gates foundations.

Meghan Henry is a social science researcher with over 15 years of experience in public policy and program evaluation, specifically in the fields of housing and homelessness and the intersection of homelessness and education. Henry has extensive experience leading evaluations, including large data collection efforts, conducting qualitative data collection, data analysis, and outcome evaluations. As project director of the U.S. Department of Housing and Urban Development’s (HUD) Annual Homeless Assessment Report (AHAR) to Congress, she has considerable experience synthesizing large amounts of information to make the data accessible and actionable for federal, state, local, and philanthropic clients.

Diane Fraser started out working in art departments for a marketing product manufacturer in high school and a consulting firm in college. After college, she began a career in non-profits, where she developed and managed communications, public relations, fundraising, and events.

Hanna Kovalova is a program manager with 15 years of experience managing humanitarian aid and development programs in Ukraine, with a recent focus on the eastern part of the country ravaged by the war with Russia. She has worked with international organizations, including the Foreign, Commonwealth & Development Office (FCDO) and the United Nations, as well as social enterprises. Kovalova’s work with vulnerable populations has centered around gender equality, non-discrimination, conflict sensitivity, and social inclusion. She has extensive experience with monitoring, evaluation, research, and learning approaches; program management; and communication strategies in public health, mental health, and community stabilisation.
