Matthew Trombley has a Ph.D. in economics with concentrations in health and applied econometric methods. He has extensive experience designing and conducting evaluations for the Center for Medicare & Medicaid Innovation (CMMI), including analyses of historically underserved populations.

Her work spans research, evaluation, and technical assistance (TA) projects across diverse policy domains, delivering innovative and tailored strategies to drive impactful change.As a Client Solutions Architect at Abt, Abrams plays a pivotal role in designing client-focused frameworks and solutions that emphasize rigorous, data-informed, multi-disciplinary, and population-tailored design. She specializes in community-specific, monitoring, evaluation, and technical assistance approaches to engage and work alongside persons with lived expertise.

Natalie Matthews has over 15 years of experience in the field of homelessness, with a focus on direct service, system planning, database administration, and technical assistance and implementation (TA). Since joining Abt in 2009, Matthews has served in a variety of roles on its U.S. Department of Housing and Urban Development (HUD) Community Compass TA cooperative agreements. She’s also worked on several locally and U.S. Department of Veterans Affairs (VA)-funded TA projects, as well as research, monitoring and evaluation projects.  She served as the project director for the VA’s Supportive Services for Veteran Families (SSVF) monitoring project, served on the evaluation team for HUD’s first evaluation of rapid re-housing programs for families (2012), and led the evaluation of Hartford Connecticut’s homelessness prevention and rapid re-housing program (2014).

Daniel Gubits conducts research in the areas of housing, homelessness, economic self-sufficiency and disability policy. Gubits’ expertise is in econometric modeling, data analysis, and random assignment program evaluation.Gubits serves as the director of analysis for the Family Options Study, conducted for the U.S. Department of Housing and Urban Development (HUD). He is also leading the impact analysis work for the Social Security Administration’s Benefit Offset National Demonstration (BOND) project. Both of these are random assignment impact evaluations.

Teresa Mota, BSN, RN is an Associate/Nurse Researcher and a sought-after clinical researcher on federal and state projects emphasizing aging, long-term care, and improving the care experience. Mota has an extensive clinical and health services research background in geriatric nursing, and she specializes in post-acute care, quality improvement (QI) and supporting community-based providers and stakeholders to assist them in the identification of best-practices, develop resources and tools, communications, and implementation of QI initiatives. Mota also participates in data collection, measurement, analysis, and reporting related to these programs.

James Gilling, regional vice president, East Asia and Pacific, has almost 40 years of experience in social and economic development in low- and middle-income countries. He has overseen Australian aid programs worth hundreds of millions of dollars and managed large teams of Australian and overseas staff, including as head of the Australian aid program in Indonesia. James has worked for United Kingdom (UK) and Papua New Guinea governments as an agricultural economist. He has also worked as a consultant economist with Oxford Policy Management in the UK and was an economic analyst with the Office of National Assessments in Australia.

Nichole Fiore is a Principal Associate with over 15 years of experience evaluating housing and homelessness programs across the country, developing deep expertise on homeless service systems, organizational capacity, political and community will, unsheltered homelessness, and permanent supportive housing. Recognizing the critical link between stable, safe housing and overall well-being, Fiore is proven leader bringing together stakeholders who work across many jurisdictions and sectors to address the needs and improve the lives of people experiencing homelessness. She is a regular source for media outlets, often on the topic of homelessness in California.

Jeffrey (Jeff) Leone is a senior growth leader with more than 20 years of experience leading growth teams and managing complex business development functions such as capture, bids and proposals, market intelligence and competitive assessment, pipeline development, and sales analytics.  Leone’s experience cuts across a range of U.S. domestic and international development markets at Abt and at large, global companies.
