Laura Blake has more than 20 years of experience in leading scientific programs and research in the environmental science and policy domain. She has deep expertise in surface water quality restoration and protection and has spent her career designing and implementing scientific studies to support efforts to protect human health and aquatic environments. She has significant knowledge of Clean Water Act rules and regulations and has extensive experience supporting federal and state regulatory programs with implementation of and compliance with the federal Clean Water Act.

Patrick Ransom is an environmental engineer and certified cost estimator with more than 30 years of experience evaluating environmental technologies, policies, and regulatory costs. 

Michael R. Anderson is Chief Executive Officer of MedAccess, a not-for-profit social-finance company based in London. He has expertise in global development, health, nutrition, and climate issues. Anderson has worked in the public, private, and nonprofit sectors in Africa, the Middle East, and India. He held multiple roles within the U.K.’s Department for International Development (DFID) from 2003 to 2013, the final one being Director General . He subsequently became the first salaried CEO of the Children’s Investment Fund Foundation, one of the largest philanthropies in Europe. 

Katharine Witgert is a health policy researcher with 20 years of public health and health care policy experience. Witgert manages research and analysis of health system innovations, conducting program evaluations for federal clients, including design, implementation, and reporting of findings. She provides technical assistance to state officials, primarily in the areas of Medicaid reforms and building Medicaid agency partnerships with public health, behavioral health, and social services programs.

Jennifer S. Riggs, Ph.D., brings her extensive research, policy, and nursing experience to improve care for patients, especially older adults. Her clinical area of expertise is Medicare-certified home health and home and community-based care for adults and older adults with multiple co-occurring chronic conditions and complex care coordination needs.

Rodaly Muthoni is a medical entomologist with over 15 years of experience in vector control and public health. She has provided leadership as chief of party (COP) in President’s Malaria Initiative (PMI)/USAID-funded indoor residual spraying (IRS) projects in Rwanda, Mozambique, and currently in Kenya. She provided short-term technical expertise in preparing and implementing IRS for the Zika Africa IRS (AIRS) project (ZAP) in the Dominican Republic (DR) in 2017. A former high school biology and math teacher, Muthoni has experience in strategic planning and execution, quality assurance, training, health policy implementation, and systems development and strengthening.

Dr. Jonathan Dorn has more than 20 years of experience in the environment and energy space. He specializesin air pollutant emissions inventory development, air quality, data visualization, regulatory program support, energy systems, and air pollutant mitigation strategies.

Debra Kemp Fleischer is a certified Project Management Professional (PMP) with 25 years of experience supporting federal programs. She applies her background in environmental science and policy with communications expertise to inform and engage stakeholders about regulatory and voluntary programs. She has led the development and implementation of multi-media communications strategies for a variety of audiences, including non-profit organizations, industry, environmental groups, and federal staff. She has experience with plain language writing, message development, and risk communication. 

Dr. Ndombour Gning Cisse is a biologist and scientist with 16 years of experience in public health and environmental health management, particularly in malaria vector control in Africa. She has experience in all aspects of insecticide spraying operations, including planning, training, supervision, human resources talent management, leadership development, strategic planning, project implementation, and capacity development assignments in four countries.

Joe Donahue is an environmental policy specialist and portfolio manager with more than 15 years of experience supporting governments in developing and implementing policies and programs focused on climate change, clean energy, ozone layer protection, and solid waste management. His work spans both domestic and international programs and initiatives. Technical areas of expertise include climate change mitigation strategies; international capacity building; greenhouse gas quantification methods; short-lived climate pollutants, especially methane, black carbon, and hydrofluorocarbons; and clean energy policies.
