Dr. Caroline Logan is a senior associate and health services researcher with over 15 years of experience in policy-focused mixed methods evaluation design, rigorous data collection and analysis, and development of integrated mixed methods reports and deliverables. Her expertise in federal and state health policy includes Medicare and Medicaid financing and delivery systems, care transformation and system integration, maternal health, the health and well-being of children, and the intersection of health and housing.

Katharine Witgert is a health policy researcher with 20 years of public health and health care policy experience. Witgert manages research and analysis of health system innovations, conducting program evaluations for federal clients, including design, implementation, and reporting of findings. She provides technical assistance to state officials, primarily in the areas of Medicaid reforms and building Medicaid agency partnerships with public health, behavioral health, and social services programs.

Graham Teskey leads Abt Global’s Global Governance practice out of Canberra, Australia. He has 40 years of experience in governance and international development. He has worked with (and for) for the U.K.’s Department for International Development, (the forerunner to the Foreign, Commonwealth and Development Office), the World Bank, and Australia’s Department of Foreign Affairs and Trade. Graham has lived and worked in multiple countries, including Kenya, Tanzania, Uganda, Rwanda, Zambia, Zimbabwe, Malawi, Fiji, Vanuatu, Indonesia, Papua New Guinea, Solomon Islands, Philippines, and Timor-Leste.

Catherine Hersey, a senior associate, is a seasoned health services researcher and project manager with over 15 years of experience in both Medicare and Medicaid. Her research areas include the implementation and evaluation of accountable care organizations and other alternative payment models, maternal health, substance use disorder, meaningful use of electronic health records, and hospital-acquired infections. Hersey also has experience in quality measurement and improvement. In addition, she has experience in both quantitative and qualitative analyses and managing large and complex projects.

Meaghan E. Glenn is a social science research associate with more than 10 years of experience designing and conducting public health and nutrition research and evaluation studies.

Michael R. Anderson is Chief Executive Officer of MedAccess, a not-for-profit social-finance company based in London. He has expertise in global development, health, nutrition, and climate issues. Anderson has worked in the public, private, and nonprofit sectors in Africa, the Middle East, and India. He held multiple roles within the U.K.’s Department for International Development (DFID) from 2003 to 2013, the final one being Director General . He subsequently became the first salaried CEO of the Children’s Investment Fund Foundation, one of the largest philanthropies in Europe. 

Dr. Lianne Fisman is an experienced researcher and a recognized expert in qualitative and mixed method research design, and analysis. She specializes in evaluating and strengthening programs that support economically disadvantaged individuals and communities. Dr. Fisman currently leads Abt’s Qualitative and Mixed Methods sub-capability. During her tenure at Abt, Dr. Fisman has served as project director and task leader on projects related to a variety of policy areas, including housing, youth and community development, education, and financial wellness.

David Cooley is an environmental scientist with more than 15 years of experience working in climate change and environmental management. His work has focused on the interactions between climate change mitigation, air pollution reductions, and improvements in public health. He has managed multiple projects for the U.S. Environmental Protection Agency (EPA), U.S. Agency for International Development, and the New York State Energy Research and Development Authority (NYSERDA) to evaluate opportunities to reduce greenhouse gas (GHG) and air pollutant emissions.

Sean McClellan, Ph.D. is a mixed-methods researcher with over a decade of experience in full cycle health services research. He has experience managing research projects, developing analytic designs, cleaning and analyzing administrative data, fielding rigorous surveys, conducting qualitative interviews, and communicating findings in plain language.
