James Gilling, regional vice president, East Asia and Pacific, has almost 40 years of experience in social and economic development in low- and middle-income countries. He has overseen Australian aid programs worth hundreds of millions of dollars and managed large teams of Australian and overseas staff, including as head of the Australian aid program in Indonesia. James has worked for United Kingdom (UK) and Papua New Guinea governments as an agricultural economist. He has also worked as a consultant economist with Oxford Policy Management in the UK and was an economic analyst with the Office of National Assessments in Australia.

Meghan Lynch, Sc.D., is an accomplished manager of cross-disciplinary teams, with 20 years of experience specializing in toxicology and human health risk assessment. She is skilled at interpreting, evaluating, and communicating toxicological and epidemiological information for hazardous substances. She has managed a variety of projects for ATSDR, OSHA, EPA, and nonprofit agencies. These include leading tasks requiring the synthesis of toxicological information and risk assessments, and performing both probabilistic and benchmark dose modeling. The results of these projects have been subject to peer review. Lynch has also provided memorandums and analyses supporting risk assessments and addressing industry comments, which have been used to support plaintiffs in litigation for chemical contaminants.

Adam Schaefer has over 16 years’ experience developing and managing environmental epidemiology research and evaluation projects. He is an expert in the health impacts of environmental exposures and has worked on both national and international projects, focusing on infectious disease, toxicology, health surveillance, and One Health. Before coming to Abt, Schaefer was a researcher at Florida Atlantic University. He has published numerous epidemiological studies in peer-reviewed journals.

Dr. Ndombour Gning Cisse is a biologist and scientist with 16 years of experience in public health and environmental health management, particularly in malaria vector control in Africa. She has experience in all aspects of insecticide spraying operations, including planning, training, supervision, human resources talent management, leadership development, strategic planning, project implementation, and capacity development assignments in four countries.

Matthew Trombley has a Ph.D. in economics with concentrations in health and applied econometric methods. He has extensive experience designing and conducting evaluations for the Center for Medicare & Medicaid Innovation (CMMI), including analyses of historically underserved populations.

Lori Hunter is a Project Management Professional and a Certified Scrum Master with 20 years of experience working in systems analysis, functional requirements analysis, user-centered design and user experience, database administration and design, and web design and development. Her projects and experience represent a range of complexities, including administrative and evaluation data collection and reporting systems analysis and visualization, clearinghouses, websites, technical assistance tracking, evaluation data collection, interactive online tools and libraries, communities of practice, and Section 508 compliance. She has been the lead project manager for several large CMMI-3 IT implementations. Her responsibilities have included directing project team personnel; managing scope, schedule, budget, and risk; ensuring contract compliance; and serving as the interface with the customer and customer stakeholders.

Elizabeth Giardino’s evaluation and technical assistance work on housing, community development, asset building, and government innovation policies and programs promotes opportunity and healthy outcomes for people across the U.S. Giardino specializes in leading teams, strategic planning, and relationship building, and has proven expertise in incorporating community-based participatory research into technical assistance engagements.

Graham Teskey leads Abt Global’s Global Governance practice out of Canberra, Australia. He has 40 years of experience in governance and international development. He has worked with (and for) for the U.K.’s Department for International Development, (the forerunner to the Foreign, Commonwealth and Development Office), the World Bank, and Australia’s Department of Foreign Affairs and Trade. Graham has lived and worked in multiple countries, including Kenya, Tanzania, Uganda, Rwanda, Zambia, Zimbabwe, Malawi, Fiji, Vanuatu, Indonesia, Papua New Guinea, Solomon Islands, Philippines, and Timor-Leste.
