Graham Teskey leads Abt Global’s Global Governance practice out of Canberra, Australia. He has 40 years of experience in governance and international development. He has worked with (and for) for the U.K.’s Department for International Development, (the forerunner to the Foreign, Commonwealth and Development Office), the World Bank, and Australia’s Department of Foreign Affairs and Trade. Graham has lived and worked in multiple countries, including Kenya, Tanzania, Uganda, Rwanda, Zambia, Zimbabwe, Malawi, Fiji, Vanuatu, Indonesia, Papua New Guinea, Solomon Islands, Philippines, and Timor-Leste.

Eduardo Castellon has two decades of experience helping public sector clients—from the U.S. Agency for International Development (USAID) and the U.S. Postal Service (USPS) to the Department of Housing and Urban Development—grow and refine their operations and impact. He has extensive experience delivering consulting expertise focused on artificial intelligence (AI), supply chain, procurement, financial management, and advanced analytics. His technological, consultative, and entrepreneurial skills help clients find new ways to address challenges ranging from affordable housing to homelessness to guaranteed income. He also has extensive expertise in technical assistance and implementation (TA&I) approaches. Daniel Gubits conducts research in the areas of housing, homelessness, economic self-sufficiency and disability policy. Gubits’ expertise is in econometric modeling, data analysis, and random assignment program evaluation.Gubits serves as the director of analysis for the Family Options Study, conducted for the U.S. Department of Housing and Urban Development (HUD). He is also leading the impact analysis work for the Social Security Administration’s Benefit Offset National Demonstration (BOND) project. Both of these are random assignment impact evaluations.

Marianne El-Khoury is a seasoned health professional with a proven track record of leading and managing large-scale health programs. At Abt, she has held senior management and technical roles on USG-funded projects in health systems strengthening, infectious diseases, and private sector health. She has also led research and evaluation studies in family planning and reproductive health, maternal and child health, and health financing.

Lauren Olsho is a senior health economist and evaluator with expertise in random assignment, quasi-experimental evaluation methods, economic modeling methodology, and advanced statistical and econometric analysis.Olsho’s primary research interests are in health, nutrition and health behaviors in vulnerable populations – including the elderly, the poor, program participants, minorities, arrestees and at-risk youth.Olsho recently served as principal investigator on a cluster random assignment evaluation of the Agency for Healthcare Research & Quality On-Time Falls Prevention Initiative, a clinical decision support intervention to reduce falls in long-term care settings.
