Dr. Heinrich Hock is an economist with 19 years of experience conducting research on labor, education, disability employment, and social insurance. His work focuses on producing results that help policymakers and program staff understand outcomes for priority populations and research-based options for improving outcomes. He develops rigorous and feasible plans for research designs, data collection and analysis, and dissemination of findings. Hock has led work on over a dozen labor-related projects for the U.S. Department of Labor (DOL) and other funders to assess the outcomes for groups such as dislocated workers, youth and adult jobseekers with disabilities, and veterans, among other groups. Hock also has played a key role in U.S. Department of Education (ED) studies to identify solutions for improving career outcomes among special education and adult education participants. 

Dereje Dengela is an epidemiologist and entomologist with more than 25 years of experience in planning, implementation, monitoring, and evaluation of malaria control programs. He has extensive managerial experience, having supervised as many as 94 professionals. He has held senior positions with the government of Ethiopia, worked on projects for the U.S. Agency for International Development (USAID), and served as a national malaria program officer in Ethiopia. He supported the Ministry of Health of Ethiopia in mobilization of financial resources from donors, particularly the Global Fund. Dengela has authored or co-authored more than 30 publications in peer-reviewed journals.

Francesca Lawe-Davies is a senior development specialist with more than 18 years of experience in government, non-government, private sector, and multilateral development organisations. She has broad experience leading teams in complex development programs across Southeast Asia and the Pacific. Francesca has worked with government and civil society leaders at all levels, providing strategic and technical advice and guiding programmatic support on education policy and delivery, decentralisation, village governance, peacebuilding, and gender-based violence prevention and response services.

His diverse career spans basic and applied research on environmental bioremediation, designing nanomaterials to combat antimicrobial resistance, and protecting our nation against bioterrorism. He also led federal and international agencies in modernizing public health systems and pandemic response efforts. Kristin Heck, JD, MBA, has more than 10 years of experience managing and directing technical teams in the development of digital solutions. Ms. Heck designs and oversees the creation and implementation of technology solutions that align to agency and administration goals. In addition, she often works closely with program leadership to set key solution objectives, manage the development and product roadmap, analyze customer feedback, and prioritize feature development.

TJ Shumard is a senior business development executive with two decades of experience advancing priorities for the Centers for Medicare & Medicaid Services (CMS) and state Medicaid priorities. He specializes in pipeline development, capture strategy, and digital modernization across Medicare and Medicaid. Shumard brings deep knowledge of federal procurement, CMS data platforms, and program oversight, with a strong record of shaping complex federal opportunities.

Meghan Henry is a social science researcher with over 15 years of experience in public policy and program evaluation, specifically in the fields of housing and homelessness and the intersection of homelessness and education. Henry has extensive experience leading evaluations, including large data collection efforts, conducting qualitative data collection, data analysis, and outcome evaluations. As project director of the U.S. Department of Housing and Urban Development’s (HUD) Annual Homeless Assessment Report (AHAR) to Congress, she has considerable experience synthesizing large amounts of information to make the data accessible and actionable for federal, state, local, and philanthropic clients.

Moira Forbes is a health policy leader with over 25 years of experience working with state and federal agencies on Medicaid and CHIP policy and operations.
