She holds a Bachelor of Asian Studies, Master of International and Community Development and a Graduate Certificate in Gender Policy and Mainstreaming. Jessica’s experience includes working with government, donors, multilaterals, the private sector, managing contractors and NGOs. 

Teresa Mota, BSN, RN is an Associate/Nurse Researcher and a sought-after clinical researcher on federal and state projects emphasizing aging, long-term care, and improving the care experience. Mota has an extensive clinical and health services research background in geriatric nursing, and she specializes in post-acute care, quality improvement (QI) and supporting community-based providers and stakeholders to assist them in the identification of best-practices, develop resources and tools, communications, and implementation of QI initiatives. Mota also participates in data collection, measurement, analysis, and reporting related to these programs.

Jennifer S. Riggs, Ph.D., brings her extensive research, policy, and nursing experience to improve care for patients, especially older adults. Her clinical area of expertise is Medicare-certified home health and home and community-based care for adults and older adults with multiple co-occurring chronic conditions and complex care coordination needs.

Austin Gooden is a software architect at TSPi, a Division of Abt Global, with 6 years of experience delivering innovative software solutions in the public sector. Francesca Lawe-Davies is a senior development specialist with more than 18 years of experience in government, non-government, private sector, and multilateral development organisations. She has broad experience leading teams in complex development programs across Southeast Asia and the Pacific. Francesca has worked with government and civil society leaders at all levels, providing strategic and technical advice and guiding programmatic support on education policy and delivery, decentralisation, village governance, peacebuilding, and gender-based violence prevention and response services.

He is a leading expert in the design, execution and analysis of randomized controlled trials, quasi-experimental studies and national cross-site evaluations of education, health and other social interventions.

Matthew Eby has over 20 years of leadership experience in supporting life science research and consulting for military, federal public health, and international agencies. His diverse career spans basic and applied research on environmental bioremediation, designing nanomaterials to combat antimicrobial resistance, and protecting our nation against bioterrorism. He also led federal and international agencies in modernizing public health systems and pandemic response efforts. Clients have included the Air Force, Navy, Army, Defense Advanced Research Projects Agency, Centers for Disease Control and Prevention (CDC), Food and Drug Administration, National Institutes of Health, and United Arab Emirates. He  has authored more than 20 peer-reviewed publications with 1000+ citations. He also is an active supporter of local community initiatives that tackle affordable housing, food insecurity, and systemic poverty.
