Kelly Wagner has over 25 years of experience designing and delivering technical assistance, training, and capacity building. A skilled public health professional trained in epidemiology, she has developed and led more than 10 national TA programs for federal awardees from various agencies including the Substance Abuse and Mental Health Services Administration (SAMHSA), the Health Resources and Services Administration (HRSA), and offices within the Department of Health and Human Services Office of the Assistant Secretary for Health (OASH). Wagner has worked with community-based organizations, health centers, academic institutions, and state/local health agencies, reaching target audiences with unique and diverse public health needs across the lifespan. 

Rodrigue Fiacre Ahoumènou Agossa is a public health entomologist with more than 12 years of experience in control and elimination of infectious diseases, particularly malaria control programs. His expertise includes project management; research; vector control tools development and evaluation; case management; and health system strengthening. He also has worked on development, consolidation, and popularization of norms, policies, and guidelines for the fight against malaria and neglected tropical diseases. He has collaborated with the Global Fund, World Health Organization, Against Malaria Foundation, and Ministry of Health.

With over 11 years of experience, she specializes in applied housing and health, bringing expertise in managing and contributing to place-based, mixed-method, and community-centered solutions. Her work spans research, evaluation, and technical assistance (TA) projects across diverse policy domains, delivering innovative and tailored strategies to drive impactful change.As a Client Solutions Architect at Abt, Abrams plays a pivotal role in designing client-focused frameworks and solutions that emphasize rigorous, data-informed, multi-disciplinary, and population-tailored design. She specializes in community-specific, monitoring, evaluation, and technical assistance approaches to engage and work alongside persons with lived expertise.

Shelby Hickman is a mixed methods research and evaluation professional with 14 years of experience in program evaluation, training and technical assistance, and analysis of criminal and juvenile justice administrative data. Dr. Hickman has expertise in overseeing studies funded by the Departments of Justice and Health and Human Services. She has experience in causal inference methods for both random assignment and quasi-experimental designs. Additionally, she is proficient in qualitative methodologies, such as semi-structured interviews, focus groups, cognitive interviews, and observations. Hickman is also an expert in forced labor and human trafficking.

Jessica is a qualified international and community development practitioner with over 25 years of experience working in development in Southeast Asia, the Pacific and Australia. She holds a Bachelor of Asian Studies, Master of International and Community Development and a Graduate Certificate in Gender Policy and Mainstreaming. Jessica’s experience includes working with government, donors, multilaterals, the private sector, managing contractors and NGOs. 

Dr. Michael Plotzke is a senior health economist with expertise in the area of Medicare payment policy, the organization of healthcare providers and quality measurement. His work typically involves the analysis of large datasets such as Medicare claims, assessment and enrollment data. Dr. Plotzke serves as principal investigator for multiple projects with the Centers for Medicare & Medicaid Services.  On the “Home Health Prospective Payment System and Hospice: Analysis Support and Monitoring” project, Dr. Plotzke leads a team of researchers in analyzing trends in Medicare hospice and home health usage and constructing large-scale payment reform options for both benefits.  Dr. Plotzke also leads the “Evaluation of the Medicare Care Choices Model” project that evaluates a new payment model for end-of-life care that is being tested with 141 hospice providers.  This project involves analysis of existing administrative data and collection of new data through surveys of caregivers, surveys of hospice providers and in-depth case studies of hospice providers participating in the model.

Julio Pacca is a psychologist and innovative leader with more than 20 years of experience in health care. He focuses on HIV and AIDS; maternal health; adolescent health; and health systems strengthening. Teresa Mota, BSN, RN is an Associate/Nurse Researcher and a sought-after clinical researcher on federal and state projects emphasizing aging, long-term care, and improving the care experience. Mota has an extensive clinical and health services research background in geriatric nursing, and she specializes in post-acute care, quality improvement (QI) and supporting community-based providers and stakeholders to assist them in the identification of best-practices, develop resources and tools, communications, and implementation of QI initiatives. Mota also participates in data collection, measurement, analysis, and reporting related to these programs.
