Teresa Mota, BSN, RN is an Associate/Nurse Researcher and a sought-after clinical researcher on federal and state projects emphasizing aging, long-term care, and improving the care experience. Mota has an extensive clinical and health services research background in geriatric nursing, and she specializes in post-acute care, quality improvement (QI) and supporting community-based providers and stakeholders to assist them in the identification of best-practices, develop resources and tools, communications, and implementation of QI initiatives. James Gilling, regional vice president, East Asia and Pacific, has almost 40 years of experience in social and economic development in low- and middle-income countries. He has overseen Australian aid programs worth hundreds of millions of dollars and managed large teams of Australian and overseas staff, including as head of the Australian aid program in Indonesia. James has worked for United Kingdom (UK) and Papua New Guinea governments as an agricultural economist. He has also worked as a consultant economist with Oxford Policy Management in the UK and was an economic analyst with the Office of National Assessments in Australia.

Rodaly Muthoni is a medical entomologist with over 15 years of experience in vector control and public health. She has provided leadership as chief of party (COP) in President’s Malaria Initiative (PMI)/USAID-funded indoor residual spraying (IRS) projects in Rwanda, Mozambique, and currently in Kenya. She provided short-term technical expertise in preparing and implementing IRS for the Zika Africa IRS (AIRS) project (ZAP) in the Dominican Republic (DR) in 2017. A former high school biology and math teacher, Muthoni has experience in strategic planning and execution, quality assurance, training, health policy implementation, and systems development and strengthening.

Geoff Scahill has over 20 years of experience working in and managing international development programs. He has worked extensively within Papua New Guinea (PNG) and the Pacific – predominantly in Indonesia, Fiji, Samoa, and the Solomon Islands. He brings a long history as a health sector professional and has held roles as a health management advisor and health systems adviser in Pacific Island Countries. Geoff draws on his background in finance and economics to work with counterparts to increase efficiencies within the programs Abt Global delivers.

Clark Abt, an engineer, environmentalist, entrepreneur, educator and social scientist, is the founder and past president of Abt Global Inc. He served as Abt’s President from 1965 to 1985, Chairman of the Board of Directors from 1986 to 2005, and was then elected Chairman Emeritus. He is the author of 10 books on social and economic policies and advanced technologies, as well as many articles.Clark Abt was born in Cologne, Germany, in 1929, and came to the United States in 1937. He entered the Massachusetts Institute of Technology as a freshman in aeronautical engineering in 1947 and graduated with a bachelor's degree in general engineering in 1951. He then served four months in the Merchant Marine as an ordinary seaman, followed by a year at Johns Hopkins University as an English instructor, obtaining an M.A. from the Department of Writing, Speech and Drama for this master thesis, “A Year of Poems.”

Sarah Gibson is a project-management specialist with 23 years of experience in public policy research. She has more than 20 years of experience managing complex projects, implementing random assignment studies and researching and analyzing policy for clients such as the Social Security Administration and the Department of Housing and Urban Development. She is proficient in project management, including resource management, budgeting and quality control.
