Manoj P. Perlin, the retired chief financial officer of Capital One Financial Corporation, is the non-executive chairman of Abt Global’s Board of Directors.Perlin has more than three decades of experience in senior finance roles in for-profit and not-for-profit organizations. As CFO of Capital One – one of the largest financial services companies in the nation – Perlin was responsible for the company’s overall financial management. He was named “Best Finance Company CFO” for four years by Institutional Investor magazine between 2007 and 2011.

Shelby Hickman is a mixed methods research and evaluation professional with 14 years of experience in program evaluation, training and technical assistance, and analysis of criminal and juvenile justice administrative data. Dr. Hickman has expertise in overseeing studies funded by the Departments of Justice and Health and Human Services. She has experience in causal inference methods for both random assignment and quasi-experimental designs. Additionally, she is proficient in qualitative methodologies, such as semi-structured interviews, focus groups, cognitive interviews, and observations. Hickman is also an expert in forced labor and human trafficking.

He often works with companies/entities undergoing very significant industry disruption.

ZeAmma Brathwaite has over 20 years of experience partnering with private organizations and federal agencies to improve access to care and health outcomes for individuals and communities. A certified project management professional, Brathwaite has extensive experience leading multidisciplinary teams in the design, implementation, and evaluation of complex, large-scale transformation efforts using improvement science methods and tools to accelerate change.

Tenly Snow is a senior digital solutions specialist with 15 years of expertise in digital transformation, supply chain management, and strategic solutioning. Her extensive collaborations span governmental, private sector, and non-profit organizations across the Middle East, Asia, Africa, and Europe. Through her work with USAID, the Bill and Melinda Gates Foundation, and the World Bank, Snow has spearheaded innovations in software development and digital health, significantly enhancing health system resilience and pandemic preparedness on a global scale.
