Julio Pacca is a psychologist and innovative leader with more than 20 years of experience in health care. He focuses on HIV and AIDS; maternal health; adolescent health; and health systems strengthening. Pacca has worked with donors such as the US Agency for International Development (USAID), the Centers for Disease Control and Prevention, the United Nations, the World Bank, bi-lateral Scandinavian donors, and the William and Flora Hewlett, Goldman, and Bill and Melinda Gates foundations.

Kelly Wagner has over 25 years of experience designing and delivering technical assistance, training, and capacity building. A skilled public health professional trained in epidemiology, she has developed and led more than 10 national TA programs for federal awardees from various agencies including the Substance Abuse and Mental Health Services Administration (SAMHSA), the Health Resources and Services Administration (HRSA), and offices within the Department of Health and Human Services Office of the Assistant Secretary for Health (OASH). Wagner has worked with community-based organizations, health centers, academic institutions, and state/local health agencies, reaching target audiences with unique and diverse public health needs across the lifespan. 

Dr. Jonathan Dorn has more than 20 years of experience in the environment and energy space. He specializesin air pollutant emissions inventory development, air quality, data visualization, regulatory program support, energy systems, and air pollutant mitigation strategies.

Baris Yener has more than 25 years of experience in executive leadership, growth strategy development, and organizational transformation. His business-development and project work has involved a wide range of clients, including the World Bank, Department of Defense, Department of Homeland Security, Centers for Disease Control and Prevention, and other private sector and federal agencies.As Chief Client Officer at Abt, Yener leads client strategy and growth to ensure the voice of the customer drives investment decisions, capability development, and market execution. 

Matthew Eby has over 20 years of leadership experience in supporting life science research and consulting for military, federal public health, and international agencies. His diverse career spans basic and applied research on environmental bioremediation, designing nanomaterials to combat antimicrobial resistance, and protecting our nation against bioterrorism. He also led federal and international agencies in modernizing public health systems and pandemic response efforts. Clients have included the Air Force, Navy, Army, Defense Advanced Research Projects Agency, Centers for Disease Control and Prevention (CDC), Food and Drug Administration, National Institutes of Health, and United Arab Emirates. He  has authored more than 20 peer-reviewed publications with 1000+ citations. He also is an active supporter of local community initiatives that tackle affordable housing, food insecurity, and systemic poverty.

Lisa Simeon is Abt Global’s Chief Operations Officer.  In this role, Simeon is establishing a global operations function to cover all aspects of project management. It will include continuous improvement and scalability of Abt’s standards, processes, and digital platforms for project start-up and closeout, workforce planning, risk management, and quality review to achieve strong financial performance and ensure client satisfaction across the company. She will continue to oversee Human Resources and will add responsibility for global security operations and emergency response to her portfolio.

Kevin O’Reilly is Abt’s principal accounting officer and a member of both the Pension and 401(k) Advisory Committees. He oversees financial reporting, global tax compliance, government accounting compliance, retirement services, billing, general accounting, payroll and accounts payable. O’Reilly joined Abt Global from Ropes & Gray, LLP, an $800-million law firm, where he was director of finance. Earlier in his career, O’Reilly spent more than 12 years in progressively more responsible roles at Private Healthcare Systems, Inc. He began as manager of accounting and was vice president and controller before the company was sold. O’Reilly also serves as the chairman of the advisory board at St. Francis Xavier School.

Graham Teskey leads Abt Global’s Global Governance practice out of Canberra, Australia. He has 40 years of experience in governance and international development. He has worked with (and for) for the U.K.’s Department for International Development, (the forerunner to the Foreign, Commonwealth and Development Office), the World Bank, and Australia’s Department of Foreign Affairs and Trade. Graham has lived and worked in multiple countries, including Kenya, Tanzania, Uganda, Rwanda, Zambia, Zimbabwe, Malawi, Fiji, Vanuatu, Indonesia, Papua New Guinea, Solomon Islands, Philippines, and Timor-Leste.

Dereje Dengela is an epidemiologist and entomologist with more than 25 years of experience in planning, implementation, monitoring, and evaluation of malaria control programs. He has extensive managerial experience, having supervised as many as 94 professionals. He has held senior positions with the government of Ethiopia, worked on projects for the U.S. Agency for International Development (USAID), and served as a national malaria program officer in Ethiopia. He supported the Ministry of Health of Ethiopia in mobilization of financial resources from donors, particularly the Global Fund. Dengela has authored or co-authored more than 30 publications in peer-reviewed journals.

Douglas W. Elmendorf, Ph.D., is Lucius N. Littauer Professor of Public Policy at Harvard University’s John F. Kennedy School of Government. He served as Dean of the Kennedy School from 2016 to 2024 and was previously Director of the Congressional Budget Office from 2009 to 2015.Elmendorf has held senior economic positions with the Federal Reserve Board, the President’s Council of Economic Advisers, and the Treasury Department, where he was Deputy Assistant Secretary for Economic Policy. He is a widely respected economist who has deep knowledge of many of Abt’s core research areas, including health care policy and approaches to increasing economic security.Elmendorf is the author of more than 30 publications and has testified before Congress on economic issues 50 times since 2005.
