Papua New Guinea Institutional Partnerships Program (PIPP)
The Challenge
Governance and capacity challenges in Papua New Guinea’s government agencies constrain its ability to deliver improved stability, security and economic growth.
For decades, the government-to-government partnership between Papua New Guinea and Australia has reflected their shared interests. Continued face-to-face engagement supports lasting and deep people to people and institutional links between Australia and Papua New Guinea public sector partners to deliver shared priorities.
The Approach
The Australian Government’s Papua New Guinea Institutional Partnerships Program (PIPP) supports PNG Government agency partner capacity building and technical assistance through the implementation of the Joint Comprehensive Strategic and Economic Partnership, the Bilateral Security Agreement and the Development Partnership Plan.
Through this program, Australian Government Agencies are supported to partner with their PNG counterparts to progress agreed policy priorities, provide strategic advice, and deliver capacity development activities.
PIPP activities include:
- Long- and short-term deployment of Australian Government personnel to work with PNG Government counterparts.
- Supporting PNG Government partners through formal and informal training and mentoring, study tours, and reverse deployments to Australian Government agencies.
The program also helps PNG Government partner agencies promote and implement PNG Government commitments on gender equality and women’s safety.

Objectives
- Selected Australian and Papua New Guinea Government entities have stronger institutional relationships.
- Institutional relationships generate benefits for both Australian and PNG government entities.
- Areas targeted for support include law and justice, security, stability, economic governance, and public leadership and policy.
