FSIP-RFT-016 – CWM Acute Ward, Potable Water and Maternity Sewer line Construction Services
Background
The Fiji Program Support Platform (FPSP, also referred to as the ‘Platform’) is an Australian Government Department of Foreign Affairs and Trade (DFAT) funded initiative. Commencing from January 2025, it will contribute to the delivery of Fiji’s national development priorities, in line with Australia's International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.
The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs. The Fiji Program Support Platform will operate until 30 September 2029.
The Opportunity
Abt Global, through the FPSP are approaching the market for FSIP-RFT-016 CWM Priority Infrastructure Program – Acute Ward, Potable Water and Maternity Sewer line Construction Services. The Platform seeks a local building construction contractor to undertake upgrade works at the CWM Hospital. The scope of work includes upgrades to the Acute ward including the isolation and surgical bathrooms, constructing a new water tank behind the Maternity building and addressing the issues affecting the sewer line at the Maternity Unit.
A non-mandatory site inspection is scheduled for Wednesday 8 October 2025. Respondents are requested to confirm their interest by emailing tenders@fpsp.org.fj

This RFT consists of the following documents:
- Part A – RFT Information: contains general information for the solicitation of Tenders, including requirements for Tenders and terms and conditions that govern this RFT process.
- Part B – Response Form: to facilitate submissions from Respondents and contains the required structure and content for Tenders. Part B must be completed in full and submitted by Respondents.- Note: the Trade Summary documents required for section 3.2 of Part B will be made available on 8 October 2025 via an addendum to this RFT.
 
- Part C – Scope of Works Overview: sets out detailed requirements for the Services to be delivered.
- Part D – Scope of Works Appendices: contains all relevant design and specification documentation and drawings for Part C.- Note: due to file size, Part D is available on request via email to tenders@fpsp.org.fj
 
- Part E – Draft Contract: provides the terms and conditions under which Abt Global intends to engage a successful Respondent.
