Chanry Im has more than 10 years of experience directing monitoring and evaluation and technical assistance for national health programs in Cambodia, working with government stakeholders from the peripheral, sub-national, and national levels. Trained as an epidemiologist, he also has experience in health management information systems (HMIS). His technical support to the Cambodian national tuberculosis (TB) program transformed the management of TB patient’s health data from a paper-based to web-based system for real-time data collection. His current focus includes working with the National Center for Parasitology, Entomology, and Malaria Control, the University of Puthisastra, and the U.S. President’s Malaria Initiative (PMI).

With over 11 years of experience, she specializes in applied housing and health, bringing expertise in managing and contributing to place-based, mixed-method, and community-centered solutions. Her work spans research, evaluation, and technical assistance (TA) projects across diverse policy domains, delivering innovative and tailored strategies to drive impactful change.As a Client Solutions Architect at Abt, Abrams plays a pivotal role in designing client-focused frameworks and solutions that emphasize rigorous, data-informed, multi-disciplinary, and population-tailored design. She specializes in community-specific, monitoring, evaluation, and technical assistance approaches to engage and work alongside persons with lived expertise.

Mubita Lifwatila has more than 20 years of experience designing, implementing, and managing health and education projects in Southern, East, and West Africa. He has provided technical assistance to national malaria programs to institutionalize improved surveillance systems, data analytics using DHIS2, health information systems, epidemic detection, and rapid response capacities. He also has helped strengthen government systems for education service delivery and implementing strategies for mobilizing community support for education initiatives.

Joe Donahue is an environmental policy specialist and portfolio manager with more than 15 years of experience supporting governments in developing and implementing policies and programs focused on climate change, clean energy, ozone layer protection, and solid waste management. His work spans both domestic and international programs and initiatives. Technical areas of expertise include climate change mitigation strategies; international capacity building; greenhouse gas quantification methods; short-lived climate pollutants, especially methane, black carbon, and hydrofluorocarbons; and clean energy policies.

Eric Reading leads major initiatives at the enterprise level for Abt Global, particularly in areas of strategic priority including digital transformation. He previously led Abt Global’s International Development Division, the largest division of the firm.

ZeAmma Brathwaite has over 20 years of experience partnering with private organizations and federal agencies to improve access to care and health outcomes for individuals and communities. A certified project management professional, Brathwaite has extensive experience leading multidisciplinary teams in the design, implementation, and evaluation of complex, large-scale transformation efforts using improvement science methods and tools to accelerate change.

Eduardo Castellon has two decades of experience helping public sector clients—from the U.S. Agency for International Development (USAID) and the U.S. Postal Service (USPS) to the Department of Housing and Urban Development—grow and refine their operations and impact. He has extensive experience delivering consulting expertise focused on artificial intelligence (AI), supply chain, procurement, financial management, and advanced analytics. His technological, consultative, and entrepreneurial skills help clients find new ways to address challenges ranging from affordable housing to homelessness to guaranteed income. He also has extensive expertise in technical assistance and implementation (TA&I) approaches. And his management experience includes developing high-performing teams through skills and career development and succession planning.

Nadiia Zaritska is a Ph.D. sociologist with 13 years of extensive experience in programme management, research, monitoring, evaluation, research, and learning (MERL), and gender equality and social inclusion (GESI) analysis. With a steadfast commitment to promoting gender equality, social inclusion, and human rights, Zaritska has focused her efforts on driving reforms, democratization, and addressing the social repercussions of conflict and war. Her professional journey has led her to engage closely with national and local governmental bodies in Ukraine, Georgia, and Moldova.

Benny Kil is a certified Project Management Professional (PMP) and a certified scrum master (CSM) with over 15 years of project and product management experience—working in business analysis and project delivery in the federal, state, and commercial areas with a focus on technology and digital processes. He has experience in leading multidisciplinary teams to deliver client requirements using agile methodologies (scrum and kanban). 

Dr. Fiona Mactaggart is a multi-disciplinary technical advisor with more than 10 years of experience in monitoring, evaluation, research, and learning (MERL); infectious disease control; and public health. As a co-lead of Abt's MERL portfolio, she draws on complexity theory and scientific methods to help clients test what works, discover why it works, and provide timely evidence-based recommendations to inform important decisions about policy and practice. Mactaggart contributes to business development, programme delivery, and thought leadership. She works in five key areas: monitoring (e.g., design of digital tools and visualisation platforms) research (e.g., cross-sectional survey design), evaluation methodologies (e.g., contribution analysis), learning (e.g., portfolio level evidence-informed strategic decision making), and cross-cutting MERL capabilities (e.g., adaptive management and GEDSI). Mactaggart has worked extensively in the Pacific and Southeast Asia.
