Benny Kil is a certified Project Management Professional (PMP) and a certified scrum master (CSM) with over 15 years of project and product management experience—working in business analysis and project delivery in the federal, state, and commercial areas with a focus on technology and digital processes. He has experience in leading multidisciplinary teams to deliver client requirements using agile methodologies (scrum and kanban). 

Tenly Snow is a senior digital solutions specialist with 15 years of expertise in digital transformation, supply chain management, and strategic solutioning. Her extensive collaborations span governmental, private sector, and non-profit organizations across the Middle East, Asia, Africa, and Europe. Through her work with USAID, the Bill and Melinda Gates Foundation, and the World Bank, Snow has spearheaded innovations in software development and digital health, significantly enhancing health system resilience and pandemic preparedness on a global scale.

Daniel Gubits conducts research in the areas of housing, homelessness, economic self-sufficiency and disability policy. Gubits’ expertise is in econometric modeling, data analysis, and random assignment program evaluation.Gubits serves as the director of analysis for the Family Options Study, conducted for the U.S. Department of Housing and Urban Development (HUD). He is also leading the impact analysis work for the Social Security Administration’s Benefit Offset National Demonstration (BOND) project. Both of these are random assignment impact evaluations.

Elizabeth Giardino’s evaluation and technical assistance work on housing, community development, asset building, and government innovation policies and programs promotes opportunity and healthy outcomes for people across the U.S. Giardino specializes in leading teams, strategic planning, and relationship building, and has proven expertise in incorporating community-based participatory research into technical assistance engagements.

Dr. Lianne Fisman is an experienced researcher and a recognized expert in qualitative and mixed method research design, and analysis. She specializes in evaluating and strengthening programs that support economically disadvantaged individuals and communities. Dr. Fisman currently leads Abt’s Qualitative and Mixed Methods sub-capability. During her tenure at Abt, Dr. Fisman has served as project director and task leader on projects related to a variety of policy areas, including housing, youth and community development, education, and financial wellness.

Meryl Finkel leads Abt Global’s Housing and Communities Practice, overseeing large-scale housing; community and economic development; and social policy data collection, analysis and technical assistance projects. Clients include the U.S. Department of Housing and Urban Development, Consumer Financial Protection Bureau, and Corporation for National and Community Service, as well as foundations and state and local governments.

Lauren Dunton is a Principal Associate with almost two decades of experience as a social science researcher evaluating programs and analyzing policies relating to homelessness, housing, workforce, and education across the country. As a seasoned Project Director, Ms. Dunton has led complex research and technical assistance projects for a range of federal agencies, state governments, and national foundation and philanthropic organizations. She has expertise in qualitative and mixed-method data collection and analysis, leading project teams, and authoring reports. 

Meghan Henry is a social science researcher with over 15 years of experience in public policy and program evaluation, specifically in the fields of housing and homelessness and the intersection of homelessness and education. Henry has extensive experience leading evaluations, including large data collection efforts, conducting qualitative data collection, data analysis, and outcome evaluations. As project director of the U.S. Department of Housing and Urban Development’s (HUD) Annual Homeless Assessment Report (AHAR) to Congress, she has considerable experience synthesizing large amounts of information to make the data accessible and actionable for federal, state, local, and philanthropic clients.

Colleen Grogan Moore has over 30 years of experience implementing community development and housing-based programs in collaboration with state and local governments and nonprofit organizations. She has expertise in providing technical assistance (TA) and training, including to recipients of Department of Housing and Urban Development (HUD) community development, housing, and homeless program funding. She has experience building strong relationships with state and local program grantees and managers and supporting communities in effectively using resources.

Lori Hunter is a Project Management Professional and a Certified Scrum Master with 20 years of experience working in systems analysis, functional requirements analysis, user-centered design and user experience, database administration and design, and web design and development. Her projects and experience represent a range of complexities, including administrative and evaluation data collection and reporting systems analysis and visualization, clearinghouses, websites, technical assistance tracking, evaluation data collection, interactive online tools and libraries, communities of practice, and Section 508 compliance. She has been the lead project manager for several large CMMI-3 IT implementations. Her responsibilities have included directing project team personnel; managing scope, schedule, budget, and risk; ensuring contract compliance; and serving as the interface with the customer and customer stakeholders.
