Catherine Hersey, a senior associate, is a seasoned health services researcher and project manager with over 15 years of experience in both Medicare and Medicaid. Her research areas include the implementation and evaluation of accountable care organizations and other alternative payment models, maternal health, substance use disorder, meaningful use of electronic health records, and hospital-acquired infections. Hersey also has experience in quality measurement and improvement. In addition, she has experience in both quantitative and qualitative analyses and managing large and complex projects.

Larry Weinstock is a highly skilled program manager and regulatory professional with extensive experience in a range of federal program leadership roles. During his 30-plus years at the U.S. Environmental Protection Agency (EPA), Weinstock worked on a wide variety of environmental issues, programs and cross-Agency initiatives, including innovative Clean Air Act programs, environmental justice, energy, climate, environmental sustainability, nuclear waste disposal, enforcement, and organizational improvement. He also facilitated collaboration among various departments, offices, and all involved stakeholders. Weinstock has used his wide range of EPA experience, creativity, and knowledge in a range of fields, including law, science, policy, and economics to craft innovative and effective program strategies.

Allison Dymnicki has 19 years of experience in designing, directing, and conducting research, evaluation, and technical assistance projects aimed at promoting youth development, behavioral health, and wellbeing, with a particular focus on school, community, and out-of-school settings. She is deeply committed to promoting positive outcomes for all youth, particularly populations who have been historically underserved or are under-resourced. She has partnered with federal agencies like the National Institute of Justice, Centers for Disease Control and Prevention, Assistant Secretary for Planning and Evaluation, and the Department of Education, as well as foundations, state and local educational agencies, and non-profit organizations. Much of her work focuses on developing researcher practitioner partnerships intended to elevate diverse perspectives, practitioner viewpoints, and youth voices. 

Dr. Jennifer Bronson is a medical sociologist with 16 years of experience conducting complex quantitative, qualitative, and evaluation studies designed to improve the health and safety  of individuals and communities. She focuses on criminal justice and behavioral health research. Her research findings have provided support for correctional and community-based health programming and policy change. Her research also helps reimagine law enforcement and behavioral health crisis responses. Bronson has worked closely with the Substance Abuse and Mental Health Services Administration (SAMHSA); the  Department of Justice’s Bureau of Justice Assistance (BJA), the Bureau of Justice Statistics (BJS), and Office of Juvenile Justice and Delinquency Prevention (OJJDP); and various state government agencies and community groups. She helps them develop, manage, and implement tailored surveys, research studies, and program evaluations.

Stan Crock has more than 40 years of writing experience, including three decades as a journalist for major news outlets, more than a decade of proposal writing, and marketing and communications experience. He has written for such outlets as Business Week, The Wall Street Journal, The Washington Post, The New York Times, The Associated Press, The New Republic, Investopedia, TheStreet.com, and bestsories.ca. He has worked on proposals for Accenture, McKinsey, IBM, Abt Global, and other firms. Crock has worked in marketing and media relations for Abt since 2018.

Jill Khadduri came to Abt Global in 2000 from the U.S. Department of Housing and Urban Development, where she was a career senior executive deeply involved in housing research and policies.She conducts research on homelessness and homeless-assistance programs and on housing programs and strategies, among them the Low Income Housing Tax Credit, Housing Choice Vouchers and public housing. She serves as a senior advisor to major research projects conducted by Abt’s housing practice, including studies that use experimental designs to measure the impacts of homebuyer counseling and of giving homeless families priority access to different types of housing and shelter programs. One of Abt’s senior fellows, she completed a history of HUD from its founding in 1965 through its 50th anniversary in 2015. She co-authored the book, In the Midst of Plenty: Homelessness and What To Do About It, with Marybeth Shinn.

Jeffrey Lubell — a leading authority on housing and community development — is the director of Housing and Community Initiatives at Abt Global. In that capacity, he provides policy, program and research expertise to assist policymakers in solving the nation’s pressing challenges in the areas of affordable housing, economic inclusion and asset-building, and community development.  

Meryl Finkel leads Abt Global’s Housing and Communities Practice, overseeing large-scale housing; community and economic development; and social policy data collection, analysis and technical assistance projects. Clients include the U.S. Department of Housing and Urban Development, Consumer Financial Protection Bureau, and Corporation for National and Community Service, as well as foundations and state and local governments.

Researcher and policy analyst Karin Martinson has extensive knowledge of workforce development and income security policies affecting low-income populations.  With more than 30 years of experience, her research focuses on identifying effective strategies to assist disadvantaged groups seeking to gain a foothold in the labor market. The groups include low-skilled adults, cash-assistance recipients, the long-term unemployed, and those with disabilities or substance use disorders. She oversees Abt’s large portfolio of work at the U.S. Department of Labor and has worked with a wide range of federal and state agencies and philanthropic organizations.  She has led numerous research and evaluation projects, primarily in workforce and income support arena, as a project director, principal investigator, task leader, and content expert. She co-authored more than 50 research reports and briefs and contributed to published volumes on workforce policy. 

Cristofer Price’s ability to clearly communicate complex design and analysis issues related to evaluation topics is highly sought after. An expert in behavioral and educational research, Price applies his talents in study design and the formulation of statistical models of longitudinal and clustered data for continuous and discrete outcomes to a variety of complex challenges.
