Chronic stress from living in poverty can hinder the development of executive skills (planning, organizing, and decision-making). The Lifelong Learning Initiative (LLI) in Ramsey County, Minn., uses a goal-oriented approach to help recipients of the Temporary Assistance for Needy Families (TANF) program set employment goals, break them into manageable, achievable tasks and develop executive skills. This study documents Ramsey County’s experience incorporating goal-setting principles into the TANF program and provides lessons for others interested in this approach.
